Can Philippines citizen girlfriend living in Qatar vacation in the U.S?

My girlfriend is on a work visa in Qatar and is a citizen of the Philippines and I am a soon to be ex-American soldier waiting to move to Qatar. I visited the Philippines this past November to meet her family, and this May I was hoping to bring her to Michigan for 2 weeks to meet my family. She has a steady job that she's been at for years, and just moved to live with a friend. What is the process for bringing her here for a short trip?
