Visa Free entry for bulgarians and Romanians in Canada.?

I expect that Canada will delay this due to bogus refugee claims from that geographical area. These have skyrocketed in the last couple years and are costing way too much money. Canada has a budget deficit and preventing fake refugees is a small, but easy, step to take.
