Is it bad if the teacher is the one that initiates the hug?

Ok, this happened at church, but the thing is she never would initiate it at school. I would ume that this is just a fellow Christian hug, but it just bugs me that she wouldn't do that at school, it was a full wrap around, and also because she seemed flustered when it happened. Hugs aren't wrong between a student and teacher because I've seen her and other teachers hug some students (with one arm), but they were the ones that initiated it.
