I need a rikou and a chickorita?

is there a way to trade with just one person? and not have to search for them....cause i havent seen them in my pokedex so i cantr use wifi to find them.....my friend code is 0688 4148 3782 so if any one can help me please do.... i am only 4 pokemon away from compleating the national dex....3 excluding shaimin....
